Every year since our inception in 1987, Gowling WLG has kindly made one of their boardrooms available for our Board of Directors’ meetings. Types of Funds
Types
- The Innovation Fund enables the Foundation to proactively initiate projects and collaborations to tackle critical issues.
- Unrestricted Funds are earmarked to help improve the overall wellbeing of our community and to respond to grant applications, emergency requests and emerging opportunities.
- Field-of-Interest Funds are for donors who give the Foundation discretion over the allocation of grants, according to a general theme or specific interest area.
- Donor-Advised Funds are an ideal alternative to establishing a private foundation. These funds allow donors to identify which charities are to receive grants from their funds, either on their own or by tapping into the Foundation’s expertise, while leaving the burden of financial and administrative management to the Foundation.
- Designated Funds allow donors to specify particular charitable organizations as the ongoing beneficiaries of their gifts.
- Organizational Funds allow registered charitable organizations to benefit from the Foundation’s professional endowment management expertise.
- Impact Investing Funds help provide loans to registered charities, allowing the Foundation to seek out investments that provide a financial return and a social or environmental benefit.
- Regional Funds can be established by nearby municipalities that wish to support local charities and causes without incurring the costs and resources required to establish individual community foundations.
Fund Vehicles
The Community Foundation has a range of vehicles for your fund beyond the traditional permanent endowment, allowing you to fulfill your charitable objectives in a way that best meets your needs.
- Endowment. The traditional staple of community foundations, permanent endowments allow donors to create a permanently-named legacy or tribute.
- Term. A term fund allows a fund’s capital to be fully disbursed after an agreed-upon time period. This vehicle may be used by donors who wish to evaluate the benefits of establishing an endowment fund.
- Spend-Down. With a spend-down fund, the capital is invested in our investment pool with the intention to grant it all out in agreed-upon intervals until the fund is fully depleted. This type of vehicle may benefit donors who currently have significant but uncommitted assets and/or are mainly interested in disbursing during their lifetimes.
- Flow-Through. A flow-through fund, while not invested in our investment pool for annual earnings, allows for immediate disbursements at a donor’s discretion.

- Fonds orientés par le donateur constituent une solution de rechange idéale à l’établissement d’une fondation privée. Ces fonds permettent aux donateurs d’identifier les organismes de bienfaisance qui recevront des subventions de leurs fonds, soit par leurs propres moyens, soit en faisant appel à l’expertise de la Fondation, tout en laissant à celle-ci le fardeau de la gestion financière et administrative.
- Les fonds désignés permettent aux donateurs de désigner des organismes de bienfaisance particuliers comme bénéficiaires permanents de leurs dons.
- Les fonds d’organisme permettent aux organismes de bienfaisance enregistrés de bénéficier de l’expertise professionnelle de la Fondation en matière de gestion des fonds de dotation.
- Les fonds de placement d’impact aident à accorder des prêts à des organismes de bienfaisance enregistrés, ce qui permet à la Fondation de rechercher des placements qui offrent un rendement financier et un avantage social ou environnemental.
- Les fonds régionaux peuvent être établis par les municipalités avoisinantes qui souhaitent soutenir des organismes de bienfaisance et des causes locales sans engager les coûts et les ressources nécessaires pour établir des fondations communautaires individuelles.
Instruments de fonds
La Fondation communautaire vous propose un éventail d’instruments au-delà du classique fonds de dotation, vous permettant ainsi de réaliser vos objectifs de bienfaisance de la façon la mieux adaptée à vos besoins.
- Fonds de dotation. Ce classique des fondations communautaires vous permet d’établir un fonds permanent nommé en vue de rendre hommage à un être ou une cause qui vous est cher.
- Fonds de dotation à durée déterminée. Ce fonds autorise le déboursement de la totalité du capital au terme d’une période convenue. Cet instrument est destiné aux donateurs qui souhaitent évaluer les avantages d’établir un fonds permanent.
- Fonds à épuisement du capital. Le capital est mis en commun avec nos autres placements, le but étant de le distribuer – sous la forme de subventions – à intervalles réguliers convenus jusqu’à son épuisement. Cet instrument peut être avantageux pour les donateurs disposant d’un actif considérable mais non engagé et(ou) souhaitant avant tout débourser ce capital durant leur vie.
- Fonds en transit. Ce fonds, dont le capital n’est pas mis en commun avec nos autres placements aux fins de produire des revenus annuels, autorise le donateur à faire des déboursements immédiats à sa discrétion

Deferred Gifts
We wish to acknowledge donors who have advised the Community Foundation of Ottawa that they are planning to leave a future gift through their estates.
Bequests
Gifts in a will are the most common way that individuals provide for a future gift to the Community Foundation of Ottawa. The Foundation works with many lawyers and notaries to ensure that the wording used in the will is appropriate to carry out the donor’s wishes.
Insurance
The gift of a life insurance policy can be a convenient way to make a substantial charitable gift for a relatively modest annual cost. Donors can use a paid-up policy they no longer need, or purchase a new policy. Donors may assign ownership of the policy to the Community Foundation of Ottawa for tax savings today, or simply change the policy’s beneficiary to defer this benefit to their estate.
RRSPs / RRIFs
An individual can donate all or a portion of an RRSP or RRIF during their lifetime with no tax consequences. The Foundation may also be made a beneficiary of the RRSP or RRIF, which the Foundation will receive upon an individual’s death.

Legs
Un don par testament est le moyen le plus courant emprunté par les gens pour prévoir le versement d’un don dans l’avenir à la Fondation communautaire d’Ottawa. Notre fondation collabore avec de nombreux avocats et notaires afin de faire en sorte que le libellé porté dans un testament permettra vraiment d’accomplir les souhaits du donateur.
Assurance
Le don d’une police d’assurance vie est aussi un moyen commode de faire un don de bienfaisance appréciable moyennant un coût annuel relativement modeste. À cette fin, un donateur peut utiliser une police d’assurance libérée dont il n’a plus besoin ou en souscrite une nouvelle. Le donateur peut faire de la Fondation communautaire d’Ottawa le propriétaire de la police et économiser dès maintenant de l’impôt ou tout simplement faire de la fondation le bénéficiaire de la police au moment de son décès.
REER / FERR
Un individu peut faire le don de la totalité ou d’une partie d’un REER ou d’un FERR de son vivant sans conséquences fiscales. Un donateur peut aussi désigner la Fondation comme bénéficiaire d’un REER ou FERR, montant qui sera versé à la Fondation au décès de la personne.

Hales and Hurley Parliamentary Foundation
The Parliamentary Internship Programme’s interns for 2017-2018 in the Hall of Honour in the Centre Block on Parliament Hill. The new Hales and Hurley Parliamentary Foundation will support the PIP’s long-term sustainability and benefit young Canadians for years to come.
Our 2017 featured fund was set up by the Parliamentary Internship Programme (PIP) to support its long-term sustainability. Creating these types of funds is a role we are uniquely positioned to play given our success in managing endowments, which generate a steady stream of income for organizations or groups such as the PIP.
Close to 500 young Canadians have benefited from the PIP since its founding in 1969. Recent university graduates and young professionals intern with members of Parliament to gain valuable skills and experience in public service. From writing statements, research papers and questions for Question Period to helping to prepare bills and motions in the House of Commons, participants immerse themselves in the work of Parliament over their 10-month full-time paid placements.
The PIP is the legacy of former MP Alfred Hales, who achieved all-party support to create the program which he saw as an opportunity for Canadians to learn about the legislative process in a meaningful way. Its inaugural director, James Ross Hurley, a former professor at the University of Ottawa, as well as a constitutional advisor in the Federal government, remains a strong supporter of the program.
Over time, dedicated members of the PIP Alumni Association considered the idea of giving back. We were able to offer them a perfect vehicle to explore solutions to enhance their fundraising efforts and legacy giving options, including handling complex gifts and bequests. This led to the establishment of the Hales and Hurley Parliamentary Foundation Fund, one of hundreds we manage.
“Setting up a stand-alone foundation was turning out to be a daunting prospect, but the OCF team quickly offered the viable fund option and took us through the process step-by-step,” explains Dr. Anne Dance, the PIP’s director and herself a former intern in the program. “They specifically tailored the Hales and Hurley Parliamentary Foundation Fund to the short and long-term goals of the Parliamentary Internship Programme and the Alumni Association. They impressed us with the simplicity of giving through the many options they offer.”
Dr. Dance refers to one particular goal that would improve the program’s inclusiveness and accessibility. “The 10 interns have always earned a stipend for their ten months of work,” she explains. “I would like to increase this stipend to ensure it is less of a barrier to applicants with young families or student loans, or for those traveling to Ottawa from remote regions of the country.” The steady and growing income generated from the fund is an ideal way to achieve this goal.
Looking ahead, the program’s upcoming 50th anniversary is expected to spark additional interest among supporters to contribute.
“This will be a wonderful opportunity to grow our fund with the OCF and foster the long-term sustainability of the Programme for many years to come,” Dr Dance concludes. “Thanks to the Hales and Hurley Parliamentary Foundation Fund and the continued expertise of the OCF, our fundraising campaign has become easier—and more ambitious.”
For our part, we are particularly delighted to be part of such an important legacy, one which benefits young people from all across Canada and is played out right in our own backyard.
